University of Pennsylvania administrators entered into an agreement with the Trump administration to comply with Title IX by addressing their decision to force female swimmers to compete alongside self-proclaimed transgender athlete Lia Thomas.

The male swimmer provoked controversy with a number of wins in collegiate swimming three years ago, defining the national debate over males in female sports. Penn will “restore to all female athletes” their individual swimming records and titles “misappropriated by male athletes allowed to compete in female categories” as part of the agreement with the Department of Education.

“As a former UPenn swimmer who had to compete against and share a locker room with a male athlete, I am deeply grateful to the Trump administration for refusing to back down on protecting women and girls and restoring our rightful accolades,” University of Pennsylvania swimming alumna Paula Scanlan said in a statement.

Scanlan previously testified before Congress that she and her teammates were offered psychological services when they complained about Thomas undressing in their locker room multiple times per week.

“Today marks a momentous step in repairing the past mistreatment of female athletes, and forging a future where sex discrimination plays no role in limiting girls’ potential,” Scanlan added.

The agreement also requires Penn to “issue a public statement to the University community stating that it will comply with Title IX, specifying that UPenn will not allow males to compete in female athletic programs or occupy Penn Athletics female intimate facilities.”

The school will also adopt biologically based definitions of the terms male and female, rescind past guidelines in violation of Title IX, and send apology letters to the impacted swimmers.
