The guilty plea comes months after reports about a substantial influx of Haitian immigrants into Charleroi, a small borough to the south of Pittsburgh, over the past two years. File Image.

Justice Department attorneys said that the owner of a Pennsylvania staffing agency pleaded guilty to charges of “harboring illegal aliens for financial gain” and evading employment taxes.

Andy Ha, who operated a company called Prosperity Services, paid for over twenty-five workers who were not legally permitted to be in the United States to stay in a former hotel, while the entity paid for vans to take the illegal aliens to work at companies near Charleroi, Pennsylvania.

Ha provided the tax return preparer for Prosperity Services with spreadsheets “listing only workers who were legally authorized to be and work in the United States.” That enabled the company to list “less than 10% of the actual total number of workers” they were employing.
